Martin has worked in health policy for more than 20 years, mostly at the intersection of research and policy. She has been the President and CEO of the Health Care Cost Institute since 2022 where she combines her expertise in research, policy, distilling complex information, and problem solving.

Bill Kramer, Senior Advisor for Health Policy, Purchaser Business Group on Health (PBGH)

Kramer is Senior Advisor for Health Policy at the Purchaser Business Group on Health, where he works to improve health care quality, affordability, and equity. He is a nationally recognized expert in health policy, finance, and economics, with strong connections to the business community, health care industry leaders, policy experts and political leaders. Bill serves on the Congressional Budget Office’s Panel of Health Advisors and the Oregon Health Policy Board. Previously, Bill was a senior executive at Kaiser Permanente -- most recently as Chief Financial Officer for Kaiser’s Northwest Region.

Ginger Chinn, Vice President, Public Policy & Government Affairs, Salt Lake Chamber

Chinn is the Vice President of Public Policy & Government Affairs at the Salt Lake Chamber in Utah. She collaborates with stakeholders and lawmakers to shape regional policies, focusing on building strong relationships and navigating legislative processes. Previously, she managed economic development initiatives at the Governor's Office of Economic Development and oversaw business services at Davis Technical College. Ginger is actively involved in various organizational boards and holds degrees in social sciences and organizational leadership.
